The development of 12 O'Clock Hills as a local amenity was initiated by the Twelve O'Clock Committee, a dedicated group of individuals passionate about celebrating the heritage of the hill dwellers who once lived in Upper Belvoir, Crag, and Snata. With the support of Chairman Patsy Neville and other committee members, this project aims to preserve the rich history of the area and provide an enjoyable outdoor experience for all.

Opened in June 2019, the Belvoir Trailhead offers a spacious car park that can accommodate at least 90 cars on two levels. Additionally, there is a public toilet facility available for visitors' convenience.
